Why does a major Manatee County public building lack American flag?

On April 18, we had a meeting at the Manatee County Public Library located in downtown Bradenton. One of our first call to order is the Pledge of Allegiance to the American flag.

To our surprise, we could not locate an American flag in the library. We had asked the librarian and she did not know either.

Isn't it a shame that our American flag was nowhere to be found?

The Florida state flag was in plain sight; usually they are displayed together.

My question is: "Why is there not an American flag in a public building in the County of Manatee in the State of Florida in the United States of America?
