OK, just when will Padi be held in check by his owner?

I don't blame the dog ... dogs are dogs. When will the owner realize that possibly his animal should be away from his business?

Maybe he's just not that good in public. I mean, this dog created so much turmoil that we created a law. Our state had to spend tons of time on protecting this pet.

And then he has another biting issue. He doesn't need putting down. He needs a responsible owner.
