Why is Sarasota County bus unloading passengers at Bradenton Salvation Army shelter?

This letter is in regards to the article the Bradenton Herald detailing the survey of homeless people in Manatee County. I would like an answer from either Mayor Wayne Posten, someone from the Bradenton City Council and/or Manatee County commissioners.

My question: Why, once a week, do I witness a Sarasota County SCAT public transportation bus stopped at the Salvation Army building on 14th Street, unloading passengers? (Yes, they are headed directly to Salvation Army.)
