With open carry on guns, how will police ID bad guys?

I'm all for being able to defend myself if I have to. What worries me is that when everyone has the right to openly carry a gun, there could be consequences that could result in people being shot accidentally.

When the police are called because there is a shooting at a mall, they have to arrive and assess the situation within minutes, sometimes seconds. How will they know who the perpetrators and the victims are so they can act appropriately?
