Will homemade sign shame city of Bradenton into repairing roads?

About 60 years ago, I read an article in the Life in the United States portion of the Reader's Digest. It was about a lady trying to get her road repaired.

When all her efforts failed, she constructed a homemade sign that read, "Slow Down, Men Should Be Working." The roads were repaired in short order.

I wonder if that would work in Bradenton.
