Manatee County Animal Services should look for outside leadership

Manatee County Animal Services is taking yet another step back in improving the faith local animal lovers and advocates have in them. Their appointment of Joel Richmond as interim director, Animal Services is a travesty and with the way the county works (the good old boy system) I'm sure this move will be made to be permanent.

I don't know Mr. Richmond personally, but from what I've read and observed about Napier, some animal investigations, etc. it seems he should be demoted if not fired. What MCAS needs is new personnel from outside the county, or more qualified trained within the county for this important job and the challenges facing MCAS. He has been part of the problem for a long time and is not the solution.
