Booze isn’t allowed, but polluting cigarettes are. What’s wrong, Manatee?

What’s up with allowing smoking on Manatee County beaches? Not only does it pollute the air for those around the smoker, but they bury their butts in the sand. I’ve seen this time and time again. You can’t have a beer or cocktail on the beach, but you can smoke yourself in oblivion.
