Owen, Wilkins aim to win Florida District 70 State House seat. What are their policies?
Two candidates are squaring off in Tuesday’s general election to represent District 70 in the Florida House of Representatives.
Republican candidate Michael Owen has lived in Hillsborough County for 40 years, while Democrat candidate Luther Wilkins is a Parrish resident in Manatee County.
The district encompasses parts of southern Hillsborough County and northern Manatee County.
Both candidates are hoping to take state Rep. Mike Beltran’s spot in the Florida Legislature. The Riverview-based attorney announced in June that he would not seek re-election, the Tampa Bay Times reported.
Who is Michael Owen?
Background: Owen is an attorney from Brandon with his own practice. He was a Hillsborough County commissioner until June, when he resigned to run for the District 70 seat, according to the Times.
Top priorities: According to his campaign website, Owen is focusing on the following:
- Keeping taxes low
- Investing in roads and infrastructure
- Requiring a more strict approval process for development
- Supporting the sheriff’s office
- Promoting Hillsborough County as a place for high-paying jobs

Who is Luther Wilkins?
Background: Wilkins, a Manatee County resident for more than 20 years, served 12 years in the military and is involved with multiple organizations. They are the Manasota Black Chamber of Commerce (executive member), United Steelworkers (shop steward) and Manatee County NAACP (president).
Top priorities: According to his campaign website, Wilkins is focusing on the following:
- Education funding to support teachers’ and student needs
- Supporting small businesses, creating job opportunities in Manatee County and ensuring workers receive equitable wages
- Promoting environmental sustainability and protecting natural resources
- Incentivize more workforce housing for government and essential workers as well as young professionals and their families
- Supporting veterans
