MANATEE -- Deputies charged a 35-year-old man with possession with intent to sell heroin and cocaine Tuesday night after he and a woman were behaving suspiciously in a Bradenton parking lot, according to the Manatee County Sheriff's Office.

Jacob Stalter was sitting in the driver's seat of a vehicle with the doors open in front of the MetroPCS at 4919 14th Street W. in Bradenton, according to an arrest report. At 10 p.m. a deputy approached the vehicle and saw a clear bag of a substance that resembled black tar heroin in plain view on the floor of the passenger side of the car.

Stalter started to act nervously and, "began making furtive movements towards the left front pocket of his blue gym shorts," deputies said. They observed a bulge like something was in the pocket and immediately asked Stalter if he had any weapons on him and to put his hands on the steering wheel.

Stalter told them he did not have a weapon but kept trying to reach towards the pocket, according to the report. The deputy saw the corner of a plastic baggie peeking out of the top of the pocket and asked Stalter to identify what was in his pocket.

"You know what it is," Stalter said, according to the report. The deputy removed the baggie and later confirmed that it contained more black tar heroin.

Stalter was detained and searched, and deputies found another container in his right pocket. He was questioned and told deputies he was selling heroin and cocaine for an individual named Matt, and that he had bought five grams of cocaine and heroin earlier in the day for this purpose.

Deputies found a total of 3.4 grams of heroin on Stalter and another 1.8 grams of cocaine, according to the report. He was charged with possession with intent to sell cocaine and heroin and is being held in the Manatee County jail on $9,000 bond.
