Leader of Bradenton drug ring gets years in prison and $1M fine, judge rules

A Bradenton man will spend decades in prison after prosecutors say he led a fentanyl trafficking network in Manatee County while out on bond.

A Manatee County judge sentenced 43-year-old Pedro Garcia to 25 years in prison after he pleaded no contest to trafficking in fentanyl and other felony charges tied to a months-long undercover investigation by the Bradenton Police Department, according to court records.

Circuit Judge Frederick Mercurio also ordered Garcia to pay more than $1.15 million in fines, court records show.

Garcia also faces a charge of second-degree murder in an unrelated case.

An attorney representing Garcia declined to comment when reached by the Bradenton Herald.

Bradenton man led local drug ring, investigators say

Investigators say Garcia, also known as “Pedico,” a documented member of the East Side Crip Gang, used a network of associates to distribute fentanyl and methamphetamine throughout Bradenton and Manatee County.

Investigators seized more than 120 grams of fentanyl and nearly a kilogram of meth during the five-month investigation, according to arrest reports.

The investigation began in August 2023 and included undercover purchases of fentanyl, a court-authorized wiretap of Garcia’s phone and search warrants at properties tied to him, police said.

Intercepted calls and text messages showed Garcia coordinating drug shipments, negotiating sales and directing others to deliver narcotics and collect money on his behalf, according to arrest reports.

In one exchange, a buyer complained that cocaine delivered through Garcia’s network was “rocked up,” “mixed” and “fake,” and then gave instructions on how to fix it, according to arrest reports. In other conversations, Garcia and an associate discussed a batch of fentanyl they described as “ugly” and smelling like gasoline, records show.

Investigators say Garcia relied on suppliers and couriers to move drugs across Manatee County, including shipments from Miami.

Drugs, weapons found in Bradenton man’s home, court records say

In December 2023, a traffic stop of a vehicle leaving Garcia’s home led to the seizure of about 924 grams of methamphetamine after a Bradenton Police K9 named Blue alerted to the drugs, according to arrest reports. Investigators said the meth had just been delivered.

Search warrants executed later that month at Garcia’s home and another house uncovered more than 70 grams of fentanyl, along with two rifles, two handguns and ammunition, according to police.

After his arrest, Garcia admitted to possessing the firearms and told investigators his DNA would likely be found on them because he had recently fired one of the guns, according to arrest reports. He later pleaded no contest to possession of a firearm by a convicted felon, court records show.

Former drug ring leader faces murder charge

At the time of the drug investigation, Garcia was on federal probation for a firearm conviction and out on bond in two Manatee County murder cases, according to court records.

In one case, prosecutors accused Garcia of fatally shooting 20-year-old Guadalupe Vela in 2006 after a gang-related dispute, alleging Vela was shot as he tried to run away. A Manatee County jury later found Garcia not guilty after a trial in October 2025.

Garcia is also charged in the 2014 shooting death of 23-year-old Samuel Conde, which investigators say followed a confrontation between rival gang members at an after-hours gathering in East Bradenton. That case remains pending, with a trial scheduled for later this year, court records show.

Others tied to Bradenton drug ring face prison time

Several others accused of participating in the drug operation have also resolved their cases, with sentences ranging from prison time to probation, according to court records.

Rocky Jimenez, 44, was sentenced to 15 years in state prison after pleading guilty to fentanyl trafficking charges, according to court records.

When officers located Jimenez to arrest him on a warrant, he dropped a cigar that he told investigators was a “molly blunt,” or a cigar laced with MDMA, according to arrest reports. The substance later tested positive for fentanyl.

Pablo Adrian Estrada, 34, identified by investigators as a supplier who coordinated shipments from Miami, pleaded no contest to a reduced charge and was sentenced to about five years in prison, according to court records.

Francisco Flores III, 40, who investigators said worked with Garcia to prepare and sell fentanyl, received two years of community control followed by one year of probation, court records show.

Cynthia Gutierrez-Mendez, 29, described in arrest reports as a courier who delivered drugs and collected money, was sentenced to 90 days in jail followed by two years of drug offender probation, according to court records.

Gerardo Casiano, 25, who investigators said acted as a driver and assisted with pill distribution, was sentenced to one year of community control and two years of probation, court records show.

Jesus Ramos Jr., 41, who investigators say purchased cocaine from the operation, was sentenced to 11 months and 29 days in county jail after pleading no contest, according to court records.

Ernestina Gutierrez, 58, accused of supplying oxycodone pills, received six months of community control followed by 18 months of probation, according to court records.

Not every defendant’s case has reached a conclusion.

Laquinton Trevon Hart, 32, who investigators say purchased fentanyl from Garcia during the investigation, remains wanted after failing to appear in court, according to court records.

Hart was charged with possession of fentanyl with intent to sell or deliver and was released on bond after his arrest, court records show. A judge later issued another warrant for his arrest after he failed to appear for a scheduled hearing in April 2025.

Garcia is next scheduled to appear in court on May 11 for a murder trial, according to court records.
