Developer contract shows design of Bradenton complex planned near Wares Creek

City officials are set to consider a contract that would bring a 7-story mixed-use apartment complex to Bradenton’s Wares Creek neighborhood.

On Wednesday, Bradenton’s Community Redevelopment Agency Board will vote on the incentive agreement for a $175 million project spearheaded by AMRES Investments, LLC.

“The development, valued at approximately $175,000,000, represents a significant private investment that aligns with the CRA’s mission to revitalize the Tamiami Trail District area through economic growth, workforce housing and sustainable practices,” the agenda memo states.

Planned for the site at 500 15th St. West is a 320-unit multifamily, mixed-use project. The property previously served as Bradenton’s City Hall before the government headquarters relocated to the corner of Old Main Street and First Avenue West along the Manatee River.

AMRES Investments partnered with the Coral Gables-based Allen Morris Company to design the housing development.

“Beyond delivering high-quality rental residences, the project will feature an acclaimed local restaurant overlooking the water, a new dock with kayak and paddleboard rentals, and a thoughtfully designed boardwalk connecting Wares Creek to the neighborhood — all open to the public and enriching the urban fabric,” the project website states.

“With its exceptional location, waterfront lifestyle, and commitment to community amenities, the Old City Hall Site will be a catalytic addition to Bradenton’s ongoing downtown renaissance,” it continues.

The CRA Board unanimously approved the idea in June, pushing the application forward to allow staff to create this agreement. If approved, the agreement will outline incentives the developer could receive for reaching certain goals, as well as set a deadline for the project.

Contract allows development incentives

The agreement outlines which incentives the project could receive through the city’s CRA. The total incentives are capped at $21 million, or 12% of the appraised value of the final product, according to the contract.

To receive incentives, the project must retain a commitment to public art and community well-being, ensure at least 15% of units are designated for workforce housing and show a “commitment to environmentally conscious practices.”

According to the contract, the developers must also reach substantial completion by May 31, 2029. The project website states construction could start in 2026.

CRA Board members are expected to vote on the application on Wednesday at 2 p.m. in the City Council Chambers, 101 Old Main St., Bradenton.
