Allowing guns on college campuses would put cops in tough dilemma

I have one question for Rep. Greg Steube and those supporting his bill which would allow college students with concealed-carry permits to be armed on campus.

If an attack was made, I would expect those armed students to rise to the occasion at least until police arrived.

My question is how will the cops know the good guys from the bad guys? I would not want to be a cop in this situation as I am sure they would be severely compromised as to what to do.
