Miami cop who shot face-eating attacker has clean record

The Miami police officer who shot and killed an attacker eating the face off a homeless man over Memorial Day weekend had never before fired his weapon while on-duty, and he has never been disciplined, according to personnel records released Thursday.

Officer Jose F. Ramirez, 43, has received a handful of commendations and satisfactory and above-average performance evaluations since joining the police force in November 2008, the records show.

In the past, Ramirez twice had to use force to subdue suspects he was arresting. In both cases, Ramirez had to take the suspect to the ground in order to make the arrest, but in neither case did Ramirez use a weapon, the records show.

Ramirez was the first patrol officer to respond to reports of a fight between two naked men along the sidewalk on the north side of the MacArthur Causeway on the afternoon of Saturday, May 26. The officer then shot and killed 31-year-old Rudy Eugene, who was gnawing on the face of a homeless man, 65-year-old Ronald Poppo, whom Eugene had encountered minutes earlier.

Ramirez remains on administrative duty. Poppo remains hospitalized.
