Man charged with failing to register in Manatee as sexual predator

MANATEE -- A 36-year-old homeless man has been charged with failing to properly register as a sexual predator, according to the Manatee County Sheriff's Office.

David L. Newell, who was arrested Monday, was convicted in 1995 in Jacksonville of attempted capital sexual battery on a child under the age of 12 and classified as a sexual predator.

As of April 26, Newell was registered in Jacksonville as a sexual predator, but shortly afterwards he came to Manatee County and filed to update his Florida ID card, as required by his status, according to the sheriff's office.

Sheriff's deputies and Bradenton police had questioned Newell at least twice and advised him on how to update his registration.

Newell was in Manatee about 18 days before he decided to claim his residence, although state law requires he do so within 48 hours, according to a news release.

Newell was in the Manatee County jail on a charge of failing to notify the state of an address change. He was being held on $1,000 bond.
