I recently moved to this area and am shocked at the heroin problem and heroin overdoses in such a small town compared to where I came from.
Twice in the last month police and paramedics have been to the house directly across the street from me to revive an overdose victim. Both instances were reported in the newspaper.
Neither time was anyone searched or the house searched; in fact, the police ended up shaking hands with the obvious homeowner who is letting addicts use his house to get high. Why?
Is it because, during both instances, the drug abuser who was overdosing was dragged outside the home? The first time it was in the driveway, and this past weekend it was in the front yard.

This is a threat to the safety of our neighborhood. Thankfully I only signed a one-year lease.
Perhaps these overdose victims want to die!
