It's the government, stupid!
Ever wonder why the Veterans Affairs is having management problems? After all it's being run by the same people that have been mismanaging the Postal Service, Amtrak, Medicare, Social Security, and the IRS, not to mention the rollout of Obamacare and our schools.
Governments have no business managing our needs, be it city, county, state or federal. They seem to get it wrong most every time, with project overruns or programs that don't work. Those who suffer are taxpayers and recipients.
Parts of the U.S. Post Service are operated by private companies; they don't need a government bailout every year and they make a profit.
Since the feds have so poorly managed the VA, why not give the private sector a shot at it? They couldn't screw it up any more than it is now.
It would be simple to test this theory out. Just bid out one VA facility to a privately run hospital company that has a proven track record of operating medical facilities (after all, they don't seem to be losing money).
The government would simply pay the hospital company the same amount they have budgeted for the operation of that facility. The private sector has the ability to organize and execute practices and procedures that the publicly run sector is unable to master.
I suspect that there will be critics that will disagree with this. If that is you, let's here a better solution.
