Even though Tropical Storm Debby was downgraded to a tropical depression just after 8 p.m., the impending storm surge has prompted officials in Citrus County and the City of Crystal River to declare a local state of emergency.
Residents along the coastline were warned of rising water levels and potential flooding, particularly at high tide at 9:56 p.m. and again at10:25 a.m. on Wednesday.
Citrus County may also see an increase in winds overnight with possible gusts of 40 to 50 mph.
Although no mandatory evacuations were immediately ordered, emergency management officials opened a special needs shelter located at the Renaissance Center in Lecanto, and a pet-friendly/general population shelter located at a local school.
In western Pasco County, emergency management officials were preparing for a mass evacuation order for communities at risk of being flooded.
Officials said the two rivers in the area -- the Anclote and the Pithlachascotee -- have converged and surpassed the 100-year-flood plan. The roads in the area are impassable, Bay News 9 reported.
A portion of State Road 54 at New Port Richey was shut down.
"I've been with Pasco 17 years, I've lived here 30 and I've never seen it like this," a firefighter told Bay News 9.
"We grabbed a bunch of clothes, pictures, wedding dress," Mill Pond Estates resident Barbara Signorelli told Bay News 9. "And my father's ashes. And my in-laws ashes."
