HOLMES BEACH -- A homeless man was arrested in Holmes Beach for stealing shirts, cursing at pedestrians for two hours and then urinating in front of an officer on Tuesday night, according to the Manatee County Sheriff's Office.
Officers were called to the parking lot of Regions Bank, 503 Manatee Ave., about a disturbance between Paul Phillip Jackson, 61, and a woman, according to an arrest report.
An officer arrived and saw Jackson at the back of the parking lot and told him to stay there while he looked around for the woman. When he turned around, he saw Jackson urinating in the middle of the parking lot.
The officer arrested Jackson and put him in the back of the patrol vehicle, and another officer located the woman. A complainant said Jackson had been yelling and cursing in the parking lot for two hours in front of pedestrians.
The officer picked up Jackson's personal items and found two shirts with price tags still attached from a store located in Holmes Beach. The officer investigated and talked to the store manager, concluding Jackson had stolen the items from the store, according to the report. The shirts were valued at $42.58.
Jackson is charged with exposure of sexual organs, shoplifting and disorderly conduct. He is being held in the Manatee County jail on bonds totaling $740.
