Tropical Storm Fred was on the brink of becoming a hurricane Tuesday, but was so far out in the Atlantic Ocean that it posed no threat to land -- at least for the next week or so.

The storm was packing 70 mph winds and beginning to form an eye. The National Hurricane Center said it could become Hurricane Fred as early as Tuesday night, though it may be a short-lived one. With strong wind shear ahead and dry air in its path, forecasters said Fred could fizzled into a remnant by Sunday.

The latest tracking data had Fred some 3,500 miles from Miami and moving west at 14 mph. Though uncertain steering currents made the forecast `tricky,'' forecasters expected it would turn more northwest in the next few days -- a path that would likely keep Fred churning harmlessly at sea.
