Bradenton police arrest man suspected of selling fraudulent cruise packages

BRADENTON - Bradenton police have arrested one of two suspects accused of selling fraudulent cruise packages last week.

Todd Kelley, 22, was arrested Monday, and subsequently admitted to selling tour packages, even though they do not represent a legitimate company. Kelley faces four felony counts of engaging in a scheme to defraud, police said.

Still at large is suspect Dale Lucas, 25. Police said they think he may have fled the state of Florida.

According to police, Lucas and Kelley last week were selling the fraudulent packages by presenting laminated marketing materials, collecting payment and then fleeing. They were targeting locations along Manatee Avenue and Cortez Road, according to police.

Kelley was being held at the Manatee County jail on bonds totaling $13,000.
