SARASOTA -- A Sarasota man has been charged with typing up a 4-year-old child with rope while he played video games, according to the Sarasota County Sheriff's Office.

The victim was watching TV on May 17 when Heath Howe tied her up with rope and left her in the kitchen while he played "what the victim described as violent video games," a news release states.

The child was bound until her mother and a friend came home from the gym. The mother did nothing to help, but the her friend untied the victim, according to the sheriff's office.

"The rope left ligature marks on the girl’s left and right arms and red spots caused by a hemorrhage of blood vessels under the skin," the report states.

Detectives arrested Howe on Wednesday. Facing one count of child abuse, he is being held without bond at the Sarasota County jail.
